He studied at the Dusseldorf Academy of Arts and the Frenoy Studio (Studio national des arts contemporains) in Paris.

In order to describe the work of Oleg Cherny, the terms "cinema" and "video art" are not enough. Each of his works is experienced as a special visual experience that contains its own philosophy and artistic language. For many years, Oleg Cherny has been interested in the nature of cinema: why does the image on the screen seem alive, despite the fact that each frame individually is a still photograph? Movement in cinema, the relationship between cinema and reality, for the first time become independent themes in the artist's work "The Show Has Begun" (2007), which was awarded the Grand Prix at the 25FPS festival, Zagreb in Zagreb in 2008. In the work itself, for 6 minutes we see a portrait of the Italian philosopher Giorgio Agamben, who poses for the director sitting in an armchair in front of an open window at his home in Venice. While watching, Agamben gradually becomes motionless, so that we only occasionally notice his breathing, and then comes to life again and acquires all the fullness of movement. Oleg Cherny's interest in portraits, as well as in those phantom creatures that he brings to life with the help of a movie camera and exposure effect, develops in the works "Afternoon at Falconetti's Grave" (2012) and "Without Musical Accompaniment" (2014). The first work is dedicated to the French director Jean-Marie Straub, and the second is dedicated to the American poetess Susan Howe.
