Born in Minsk (BSSR, today the Republic of Belarus).
The first photograph was published in 1957 in the Znamya Yunosti newspaper.
Member of the Minsk photo club since 1965.
Three times he was elected chairman of the board of the Minsk photo club (1970–1978; 2004–2012; 2013–2014).
In 1971, he took part in the organization of the first of four exhibitions "Photography", which became a symbol of Belarusian photography in the 1970s and 80s. The exhibition "Photography" received the status of "All-Union", attracting amateur photographers from other Soviet republics to Minsk.
From 1975 he worked as a photojournalist for the newspaper "Voice of Radzimy", then - in BelTA. In photo reports, he combined the documentary image and the artistry of the image, reflected the originality of nature and the inhabitants of Belarus.
In his work he preferred monochrome photography. Among the photographers of his predecessors, he was especially fond of the work of Jan Bulgak.
Author and participant of more than 120 personal and group, republican, all-Union and international exhibitions. Significant projects: “Khatyn”, “Vytoki”, “Maya Belarus”, “Braslavshchina”, “Nemanski Shlyakh”, “Hell of Pradzeda z Pakon Vyakou”, etc. In collaboration with German and Polish photo artists, he prepared an exhibition about the inhabitants of the village ”, which was seen in Belarus, Poland, Germany and Norway.
Yevgeny Kozyuli's photo album "Khatyn", which went through four editions, entered the golden fund of Belarusian photography.
Evgeny Kozyulya is an honorary member of the Lviv and Mogilev photo clubs, the Belarusian public association "Photo Art".
